Start:Talk to the Duke of Lumbridge,Upstairs inside Lumbridge Castle.
Skills?:nop.
Quests?:nop.
Start by speaking to the Duke of Lumbridge on the first floor and he should be in one of the rooms.Ask for any quests he might have.He will tell you that he found a rather strange talisman and will ask you to deliver it to Seridor the head of Wizards Tower.He will give you an air talisman.
So head right to the Wizard's Tower south-west of Lumbridge.Once you are there,climb down the ladder in the west room.Seridor should be in one of the rooms there.Give it to him and he will be surprised.He will give you a research package and tell you to deliver it Aubury in the Rune shop located in Varrock.
Time to go to Varrock!Varrock is located at the bottom of this screen map.Go to Aubury and give it to him.He will ask you to talk to him again so he can study it,so click on him and he will give you some research notes.Then head back to the Wizard's Tower and give Seridor the notes.He will begin talking about a new skill that you can use,Rune crafting.
Quest Complete!

Ok I am going to have a party on the 26th! Woohoo! Ok It will be at 9.00 a.m. PST!!!!!!!!!!!!!! Ok The party will be at fjord! Every Penguin there should have a party hat on from the party! THe Party will start at the dock then move all around clubpenguin! I will be there at 9.00 a.m or earlier! I might add some of you, or I might not so dont get your hopes up! Ok there might be an after party at someones igloo! So thats it! Please spread the word!
